Today In Congress 2/14/12

The Senate resumes consideration of the nomination of Adalberto Jose Jordan to be a judge for the Atlanta-based 11th U.S. Circuit Court of Appeals. Cloture was invoked on the nomination Monday evening, but Rand Paul, R-Ky., said he would require the use of the full 30 hours of post-cloture debate on the nomination and refuse consent to move to the surface transportation bill until his amendment regarding aid to Egypt is scheduled for a Senate vote. Paul’s amendment would prohibit aid to that nation until a group of imprisoned American nongovernmental organization workers was released.

Testimony of Karen Pecora-Barbour Before the Committee on Small Business Subcommittee on Contracting & Workforce United States House of Representatives

Mr. Chairman and Members of the Subcommittee, thank you for allowing me to present information to you. I am a member of Women Construction Owners and Executives. Today, you will no doubt hear about the barriers that prevent small businesses from securing meaningful work from federal agencies. But, the biggest barrier to small business contractors is surety bonding. You will hear that programs exist to help educate small business on bonding, but few, if any, guaranty the contractor that they will be able to qualify for a bond upon graduation of such a program.
